Decision Noetic Intelligence is Altheon's released control-side decision architecture. It is not a safety wrapper. It is a model of what can be concluded and what can be done given the current noetic state, hard constraints, available evidence, and decision authority.

A decision system should not be forced to infer its own epistemic condition from prose after the reasoning is over. The condition should be represented while the reasoning is happening.

Architecture and release boundary

The Altheon record exposes model identity, evidence class, evaluation boundary, and access path.

Decision schema: Premises, support state, causal status, validator state, feasibility, authority, and allowed action set.
Walkthrough: A case is promoted only when the state permits a bounded decision and records what evidence changed the path.

Decision state

The control side tracks whether premises are supported, whether causal identification is adequate, whether required validators passed, and whether the action lies inside the allowed decision set.

Hard and soft constraints

Some constraints are negotiable tradeoffs. Others are hard exclusions. Altheon makes that distinction computationally visible so a strong generative preference cannot simply outvote a physical or mathematical limit.

From answer quality to decision quality

The release objective is not just better prose. It is better decisions under uncertainty with traceable assumptions, bounded authority, and a record of what evidence changed the state.
